It is normal in 6.46 the thinker heroe cant build towers like in previous version
It was taken out however may return in future versions.

I've revamped Tinker for 6.47, he now has a new build menu and his melee transformation has been removed.

Cant wait to try it
Unfortunately we have a bug with his build menu and we decided to no-longer delay the release 6.47 so we removed his build menu for now and will work towards fixing it for 6.48.
