If you want to get rid of the Fortress Defenders, you will need to claim the base and do as you wish with your units. The only reason one would want to exile the units would be if they wanted to claim another base for its units and bring them to a new base which also had units. Status Changed: Not a Bug.

well some of the bases have no troops at all 
while others are full of supportive units that help out troughout the game.... so i don't see what is the bad thing about moving claimed units,this way for me most of the bases are not being used at all while most of the people use 3-4 atmost bases,and the diversity of gameplays is going down

this is intended behaviour
it is not a bug
will not fix
the -claim command is meant to give you control over a base and all of its units.
if you claim a base you should build there. not steal the units. if we could we might even implement extra measures so as to discourage it (eg bind alch units to the orgiginal base..)
if you build in the claimed base as intended there is no issue.
