make the towers have very low range(200 orsomething like that), no cooldown.
their damage according to their upgrade level.
their range increases over time by charging up electricity and loses all electricity when it shoots.(range increase should be the root of the charge, I know its math.)
charge speed upgrades according to their upgrade level.
max charge upgrades according to their upgrade level.

EDIT:
note that tesla coil is just the best fitting name, doesn't have to be that that tower gets removed.

So the damage is always constant per upgrade level(?), but the range starts out too low to reach over walls and needs charging?
Isn't this just like giving it a 5-10 second cooldown with upgradeable cooldown levels xD?

Cooldown will depend on how far the target is and the upgrade level.(shorter range, faster tower. longer range, slower tower)
Max range(by charging) will depend on the upgrade level(internal storage limit).
So a tower for ALL ranges is created and the further in the game you are, the further back you could play these towers.
